To divert the route to come along the B3400 and see this scene repeated, it has been agreed to petition Sebastian Coe and the Olympic and Paraolympic Committee. It is hoped that the revised route will come through Overton, Laverstoke, Whitchurch and Hurstbourne Priors before going to Sutton Scotney. A Quacking 'Thank you'
This year's August bank holiday event raised a massive £2,643 for St Mary's Hall and saw races won by ducks with owners from as far afield as Brighton.
Hundreds of race-goers made the whole afternoon a storming success, with stalls, barbecue, bar and tombola keeping people busy between races. The "Race Your Own Duck" race featured 77 bathtime buddies brought along on the day.
Thanks go to everyone who helped on the day, all the race sponsors and for everyone who bought ducks. The Great Overton Duck Race takes place each year with the kind permission of Portals Properties and all proceeds go to St Mary's Hall.

The parish council elections are taking place on Thursday 5th May 2011 and all parish councils including Overton will be looking for members of the community to stand as parish councillors for the next four years. If you are interested the Hampshire Association of Local Councils is holding an informal meeting/briefing session which will help you find out what a parish councillor does, how you go about becoming one and the responsibilities that go with the post.
The meeting will be held from 7.00pm - 8.30pm on Tuesday 8th February 2011 in the Overton Community Centre (registration and refreshments from 6.30pm).

St Luke's Hall reopens after refurbishment
St Luke's Hall has reopened following a five month refurbishment.
The hall was originally built to fairly basic standards in 1940 - it was designed to last only for the duration of WWII, but it’s still standing 70 years later! At the start of 2010 the estimated cost was £157,500 + VAT. However, once all the obscuring plasterwork was removed, it became necessary to modify the roof supports - and the opportunity has recently been taken to add features suggested by Overton Children’s House (OCS) our new 5 days a week morning hirers) including a third cubicle and Baby-change unit in the Ladies’ toilet, Vision-Panel safety doors, etc. The final cost is now estimated at £180,000 + VAT (not including forecourt replacement which has now been deferred).
The Trustees are very grateful for all of this support: £6,500 in donations from Overton residents, societies and businesses - on which a further £1,500 will be reclaimed under “Gift Aid”: £112,700 from Basingstoke & Deane Borough Council through Section106 Developers’ Contributions: £12,500 total of recent grants from Overton Parish Council: £12,500 from Hampshire County Council through its Community Building Grants: the balance of £34,300 from St Luke’s own reserves built up over seven years (including £20,000 from the sale of land at rear of the garden). (All income and expenditure for the Refurbishment Project will of course be clearly included in the 2010 Annual Report & Accounts).
Following advice in July from VAT specialists, an application was made for VAT Registration and “Option to Tax”. This means that the Trustees will be able to reclaim the £31,500 VAT on the Refurbishment costs, as well as on other qualifying purchases - such as the 125 purpose-made new chairs to complement the hall’s new interior.
The charges for the Main Hall will not be increased. In future, VAT-inclusive invoices will be issued to hirers, but the Trustees will “absorb” the VAT element. There is also the opportunity to hire the new/extra Functions Room.

Library Closes for Refurbishment
The library is closed until March next year for a major refurbishment. The closure is part of ongoing work in the Community Centre, to include a self-service terminal, replacement of the floor and part of the ceiling and an area for the new Sure Start Children's Centre - Snowdrops.
The centre will be a one-stop-shop offering a range of advice and support services to young families, including drop-in sessions for parents, carers and childminders. There will also be early education and childcare for under-fives and some health services.
During the closure, e temporary mobile library will operate from Town Mills car park each Saturday from 9.30am to 1pm, starting on November 27th until February 12.

Fireman retires after 45 years
A Senior fire officer from Overton, who was awarded an MBE for his work, has retired after 45 years in the service.
Father-of-two Peter Cowmeadow has stepped down as principal fire control officer for Hampshire – a post he has held since 1982.
Hampshire fire bosses believe Mr Cowmeadow, who lives in Riverside Close, Overton, with his wife Julie, was the longest-serving control officer in the UK.
Mr Cowmeadow, 63, a grandfather of five, said he had enjoyed his “exceptionally rewarding career,” and added: “I am incredibly proud to have led the control room for such a dedicated and hard-working service as the one here in Hampshire.
“I will continue to take an interest in the fortunes of the fire and rescue service as I start another exciting chapter in my life.”
Mr Cowmeadow joined the Hampshire Fire Service on May 1, 1965 as a retained fireman at Overton Fire Station while working in his father’s butcher’s shop in the village.
He was promoted to be the officer in charge in June 1974 and in November the same year became a full-time fire control operator in the newly-formed Hampshire Fire Brigade control room in Winchester.
He remained a retained firefighter in Overton until 1982 when he became the youngest person in the UK to become a principal fire control officer – being appointed to the post for the whole of Hampshire.
He was awarded his MBE in the New Year’s Honours List of 2000 for services to fire safety.
John Bonney, chief officer for Hampshire Fire and Rescue, said: “Peter has led his team through many serious and prolonged emergency incidents in the county. His professional understanding and operational judgement will be missed.”

Horse Riders fight for the right to Ride
Horse riders are fighting for their right to use a pathway which they were stopped from riding along two years ago.
Hampshire County Council has approved an application to record the path in Overton as a bridleway after 24 residents provided evidence that it has been used for this purpose since the 1950s.
Until 1995 the Portal Estate owned the path known as Flashetts footpath, which runs from Kingsclere Road to Station Road at Quidhampton. De La Rue now owns it.
In 2008, following a request from Overton Parish Council, signs were put up banning cyclists and horse riders from using it.
But those who used the path to ride their horses have requested the signs and obstructions, such as kissing gates, be removed.
The application was made by Jackie Crosbie Dawson, a horse rider from Northington Farm, Overton, who has ridden along the path for 31years.
She said: “The path in question has been used by horse riders and people with bikes for at least 50 years and then suddenly we were prevented from using it on horseback. I took advice from the British Horse Society and they advised me that if a path has been ridden unchallenged for 20 years then it could be upgraded to a bridleway.”
The 446-metre long path forms a shortcut between Kingsclere Road and the River Test.
A report prepared for the county’s regulatory committee stated two users had been shouted at when trying to use the path either on horse or bike, while five others were challenged by a member of the Ipublic.
It concluded there was evidence to show the path is a bridleway and no evidence the landowners did not intend for it to be one.
It also stated that the obstructions put up by county council staff were installed in response to requests from the parish council, adding: “These actions as a third party were not carried out on the specific instructions of the landowner.”
Parish council clerk Laura Harley said restrictions were put in place after complaints from the public about the state of the path.
She added: “I think a lot of people will be disappointed because a lot of walkers complained that the horses churned it up. But then, on the other hand, there’s nowhere else to ride on a bike or horse.”
The regulatory committee’s decision has now been opened to public consultation prior to implementation.

Play Equipment Torched by Vandals
VANDALS have torched children's play equipment in Edward Kersley playing field.
A fire was started under a climbing frame and slide overnight between Tuesday 1st June and Wednesday 2nd. The blaze completely destroyed the slide.
Pc Richard Baldwin, of the Overton Safer Neighbourhoods Team, said: “Playing with fire is extremely dangerous and although nobody was injured, somebody could have been badly hurt.
“This is also a frustrating incident as the people affected by this are the children who use and enjoy the play area.”

The Co-op in Winchester St. has announced that it will be reducing its opening hours. From Monday 15th March the store will close an hour earlier every night, at 10.00pm instead of 11.00pm.
Staff at the store have cited the recent robbery as a major factor in the decision to close early, though reduced business in the last hour of the day is also thought to have contributed. It does mean that, with the demise of the One-Stop Convenience Store, there is no option of the hour's loss being taken up by a store in the village centre. The convenience store premises, owned by the Co-op, was closed for over a year and is now a furniture shop.

Police appeal following Robbery at the Co-op.
Detectives are appealing for witnesses after a robbery in Overton on Sunday, February 21. At around 10.55pm a man entered the Co-Op in Winchester Street and threatened two employees with a weapon. He then stole around £750 from the safe and left. Officers have released a CCTV image of the man they would like to speak to.
The man is described as: White Around 6ft tall Medium build Wearing a navy blue fleece, navy blue tracksuit bottoms, trainers and a balaclava Carrying a rucksack
Detective Constable Catherine Atherton, of Basingstoke CID, said: “The area would have been quiet at this time of evening but someone may have seen something. “Were you at the shop just before the man entered or did you see him hanging around outside? “We believe the offender took off his balaclava as soon as he left the shop and we want to hear from anyone who could identify him. “This was an isolated incident and we would ask any witnesses or anyone with any information to contact us as soon as possible.”

Pulling out the stops for Pudsey
When it comes to supporting Children in Need, the people of Basingstoke and north Hampshire really deliver.
Last Friday was the 30th anniversary of the popular annual BBC-driven appeal – and fundraisers of all ages made sure money, money, money was raised locally as they played their part in adding to an appeal that has topped £1.3million in the south and £20m nationwide.
Among a myriad of local fundraising events, Year 8 pupils Gemma Wildash, 12, Ollie Butler, 13, and Conor Norris, 12, ran four-and-a-half miles from Gemma's home in Winchester Street, Overton, to their school, Testbourne Community School, in Micheldever Road, Whitchurch - the furthest any of them had ever run.
Gemma said: "We all do some running and we thought it would be a bit of fun to raise money by running to school." It certainly worked as the trotting trio pulled in £250.

The investment programme will see stations such as Whitchurch, Overton, Basingstoke, Hook and Winchfield benefit from new passenger information systems, lifts and stairways, toilets, waiting rooms, shelters, longer or resurfaced platforms, bigger or refurbished ticket offices, ticket halls and better lighting and closed-circuit TV.
Smaller stations will also be re-decorated with the addition of more seating and shops.
Richard O’Brien, Network Rail’s route director for Wessex, said: “Stations are the railways’ shop-fronts and they have been ignored for too long.
“With the punctuality of the railways now running at record levels, and our major programme to boost capacity and provide more seats on trains under way, we can now look at other priorities and stations and are at the top of the list.
“Much is planned in the area over the coming years and we must invest wisely. We shouldn’t try to second-guess passengers but ask them what they want from stations and what's important to them. We need to listen to passengers and use their views to guide our decisions.”
The three-month research project involves online surveys, telephone surveys and focus groups find out what passengers rate as the most important things to have at stations.
The results of the survey will feed into a much wider review on stations led by Network Rail.
At the same time Network Rail said about 50 stations in Surrey and Hampshire will benefit from investment between now and spring 2014.

Overton Harriers had a good showing in the veterans race at the second Hampshire Cross Country League meeting of the season.
Held at Goodwood on 7th November, the men's veterans race saw Mike Bliss come 12th and Greg England 16th.
In the women’s races, Overton’s Audra Dennison finished 6th in the veterans event.

Carpets stolen from new house
Carpets and ceiling spotlights were stolen from every room in a new, un-occupied house in Overton.
Burglars entered the brand new property in Fox Down between November 5 and 6, by forcing open a rear window.
PC Glen Willis, of the Whitchurch Targeted Patrol Team said: “We want to hear from anyone who was in the area at the time and saw anything suspicious. A vehicle would have been needed to transport the items that were stolen.
"We would also ask anyone who is offered a carpet or lights to buy at a discounted price to contact police as soon as possible.”

Derek's close encounter
When you claim to have film of a buffalo being beamed up into a UFO, then you can expect to attract plenty of attention.
Derek Bridges, who says he filmed video footage of aliens beaming up a buffalo from Laverstoke Park North Hampshire pensioner Derek Bridges has this week found himself in the local and national spotlight after word spread of his weird out-of-this-world experience.
The 69-year-old retired airport worker told The Gazette he witnessed the strange sighting from his window at The Green, in Overton, in late September.
His video shows two bright lights hovering over Laverstoke Park Farm in Overton, where water buffalo are kept.
The footage has been passed to UFO organisations across the world and is being described as “the Holy Grail” for UFO enthusiasts.
Mr Bridges, who has studied UFO activity in the borough for more than 15 years, said: “I saw something dark red and glowing and I waited about 20 minutes and then a big bright light appeared. It was so bright that it could blind you.
“I got my camera and filmed it and then it disappeared. I didn’t know what it was at the time.”
It was only after the incident that Mr Bridges realised an animal could be seen in the footage.
He said: “I took it to the British Earth and Aerial Mysteries Society (BEAMS) and we put it on a bigger picture and we saw a beam coming from the light.
“It’s the only one that has ever been filmed in the world and I filmed it. I can’t say that I’m disappointed.”
Kenneth Parsons, chairman of BEAMS, said he was planning to film at the farm next week to prove the sighting was the real thing.
He added: “We are going to prove that it wasn’t a street lamp because there are only fields over there. I’m very impressed with it. To us it’s like finding the Holy Grail.
“In the USA, there have been cows lifted towards the sky. What they (extra-terrestrials) do is take the cattle and drain its blood. They remove parts of the body and dump it back again. I have never seen anything like this before.”
Sara Whittall, from Laverstoke Park Farm, owned by former Formula One Champion Jody Sheckter, said none of their buffalo had gone missing.
She added: “They have all been accounted for. We are well-known locally and nationally but now we have gone into a different galaxy where the aliens are coming to get our buffalo burgers.”
A spokeswoman for the Ministry of Defence said it would not be investigating the incident.
She added: “The MoD examines reports solely to establish whether UK airspace may have been compromised by hostile or unauthorised military activity.”
Mr Bridges said Overton is a “hot spot” for UFO activity. He added: “I see a lot of things out here. I’ve got an eye for it. It’s fantastic looking at something that could be from somewhere else. I’m quite drawn to it.
“I’m aware that a lot of people are sceptical and I don’t blame them. People have the right to think what they like, but seeing is believing.”

Cars damaged by battery acid
Parents of teenagers in Overton are being asked to check their children for burns after three cars were damaged by what was believed to be battery acid.
The three cars were damaged in the village centre.
Beat officer for Overton PC Richard Baldwin said: “I would like to appeal to parents of any teenagers who live in the village to quiz their children about this mindless behaviour to see if they can identify any of the offenders.
“I will not stand for it and I know the law-abiding majority of the village won’t either. Once identified, the offenders will be dealt with robustly.”

Police appeal for information after incidents in Overton
Police in Whitchurch are appealing for members of the public to come forward if they have witnessed any suspicious activity at a park in Overton.
During the last week police have received reports of two incidents at Edward Kersley play park in Red Lion Lane, Overton. The first happened in the early hours of Sunday, September 27. Between 1am and 1.30am a 17-year-old girl was indecently assaulted at the park. She managed to break free and run off and was not injured during the incident.
Then last week police received a report from a 23-year-old woman who said she had been the victim of a similar incident sometime between February and October 2007. PC Marcus Morley, of the Whitchurch Targeted Patrol Team, said: “We believe that these incidents may be linked and we want to hear from anyone who has witnessed any suspicious activity in the area.
“The two women were not injured but we are concerned that residents in Overton are worried about walking through the park at night. This is a serious issue that impacts on the community and we would ask anyone who knows who might be responsible to contact us. If you are worried about calling the police you can call Crimestoppers anonymously on 0800 555 111, you won’t even have to give your name.
“We are working closely with other agencies to improve safety for people walking through the park and would remind people to be vigilant and think about their personal safety when walking at night. We also want to hear from anyone else who has been approached while walking through the park and has not reported it to police.”
A 25-year-old man has been arrested and bailed in connection with these incidents.

Alex hopes for Great Britain call
RUGBY League is not the most popular sport in north Hampshire – but one Overton teenager is looking to buck the trend by being picked for the Great Britain squad.
Alex Millar, who is 16 and lives in Pound Road, is currently in Rochdale, Greater Manchester, for the British under-18 trials.
Millar is representing London and the South East in games against other regional sides from all over the country – while the national coaches look on.
He said: “I think I have a good chance of being selected for the squad if I play well and I am really excited about the trials.
“It will be good to test myself against some of the best young players in the country.”

Red Lion in the good Beer Guide
The Red Lion pub has made it into the 2010 edition of the CAMRA Good Beer Guide.
The book, the 37th, features the best 4,500 pubs for real ale in Britain, and highlights the best places for a quality pint of bitter region by region.
Proving that it's not just a venue for good food, the Red Lion joins the White Hart and the Greyhound as previous inclusions in the publication. It's in good company this year, as other local hostelries to feature include The Plough at Little London, Coronation Arms at St Marybourne and the Clatford Arms at Goodworth Clatford.
The Good Beer Guide 2010 was released in bookshops last week and will cost £15.99 or £11 for CAMRA members.

Stores to get new occupants
The shop at 1-3 High Street, previously used by the One Stop convenience store, is to become a furniture shop, with the arrival of Eden Forest. Featuring a range of indoor and garden furniture, Eden Forest is run by David McLaren, of the High Street, who has run the business primarily as an online concern to date. A launch date will be announced once the completion date of exterior works has been confirmed.
Further down the High Street, the shop that was formerly The Faraway Tree is understood to be taken up by Brockenhurst Estate Agents. Already with offices in Pewsey, Ludgershall, Andover and Whitchurch, Brockhurst are expected to open their Overton office in the next few weeks.

Crowds Flock to Duck Race.
A sun drenched afternoon saw up to 400 people turn out to cheer on their charges as 150 racing ducks took to the Test in eight rounds of races. The first past the post in each race won a £20 prize and the first five all qualified for the Grand Final, with the chance of a £100, £50 or £25 prize. The overall champion belonged to Hazel Heighes of Overton, who scooped the top prize.
Just before the final race, the ever-popular "Race Yor Own Duck" race took place, with 60 entrants battling it out for the £50 prize, before being returned to their proud owners. As well as the half-hourly races, there were many attractions to keep race-goers occupied, including barbecue, bar, face painting, tombola, teas and cakes and craft stalls. The event, run with the permission of Portals Properties, raised just over £2,000 for St Mary's Hall facilities. The organising committee would like to thank all the businesses who sponsored races and everyone who turned out to help run the event.

Ziggy star quality
Ziggy Beesley from Overton has just returned from Florida in the United States where he has been playing for the Great Britain Hockey Inline National Squad.
The pupil of Testbourne Community School, who have been very supportive to him in his sporting endeavours, only started playing roller hockey this season.
He was selected for the Under-12 conference team, which also won the conference finals against teams from right across Britain.
From there Beesley was picked for the GBHI squad, in a national team comprising the brightest talents from the GB Academy, to take part in the tournament.
Out in America he picked up two assists in a very high calibre tournament, which included future National Hockey League players.
Beesley, who has just turned 12, would like one day to play ice hockey professionally. He took up the game aged six.
Last season, he was part of the very successful Bracknell Bees under-12 side that won the National Championships.

Marathon bikers with the wind in their faces
A trio of cyclists had their faces to the wind when they tackled the John O’Groats to Land’s End bike ride.
Retained Overton firefighters Will Doel, 38, and Nick Simpson, 35, and student Rob Farmer, 16, completed the trip from top to bottom, rather than the more traditional route starting from Land’s End.
It means that Mr Doel, of Pond Close, in Overton, Mr Simpson, of Foxdown, Overton and Mr Farmer, of St John’s Piece, Oakley, battled a prevailing headwind.
The men hope to raise thousands of pounds for Cancer Research, Naomi House Children’s Hospice and the Association For Spina Bifida And Hydrocephalus.
Mr Simpson, 35, said: “We firefighters were given bikes for the job so we started joking about doing a charity cycle, and here we are.
“The thing is none of us are any good at cycling, and doing this trip in a headwind will make it all the more difficult, but we wanted to be different.
“All members of the team have a connection to the charities in some way so they’re all very important.”
The team set off on Wednesday 22nd August and completed the journey in ten days. Mr Simpson’s father Alan provided the support operation, pitching tents and driving a van.

Hard-working Edna is 100
"Hard work is the key to long life". So says Edna Hill, from Overton, who turned 100 in July.
Miss Hill worked for a number of employers including a London department store, a theatre box office, the Foreign Office in Germany and the then AWRE Aldermaston.
Birthday celebrations were held for the occasion on July 28 with friends and staff at her residence at Beech Tree Care Home, in Sprents Lane.
Miss Hill was born in Manor Park, in London. She was the eldest of three sisters. Her mother Violet Hill was a pianist and her father, Albert Edward, was a music hall manager.
She was educated at St Stephen’s Boarding School, in Clewer, near Windsor, where she learned to play the piano.
After school Miss Hill lived with her parents in Chiswick and worked in the box office at the Chiswick Empire theatre and then moved on to the London Hippodrome.
When the Second World War started theatres were closed and Miss Hill got a job at John Barker’s department store in Kensington selling coats.
Later in the war she joined the Civil Service in the Air Ministry and worked at Heathrow Airport. At the end of the war she was offered a posting to Berlin, with the Foreign Office.
One of the sporting activities Miss Hill enjoyed in Berlin was horse riding and it was after one such outing that she found herself in hospital for a month after a horse threw her.
After Berlin, Miss Hill returned to live with her parents in Reading and worked for AWRE at Aldermaston for many years.
Later she moved to Basingstoke and about 40 years ago she moved to Overton.
Asked of her secret to long life, Miss Hill said: “I’ve just had a very interesting life, tried to keep some interesting hobbies, live healthily and lots of hard work!”

British Barbecue Championships held at Laverstoke Park Farm
The day was declared a huge success, with families coming from far and wide to sample proud event sponsor Sainsbury's SO Organic and Laverstoke Park Farm produce. The classic fete entertainment, mozzarella demonstrations and tractor & trailer farm tours all proved popular and there was an area, complete with jazz band, where visitors could gather and set up their own barbecues. The real highlight, though, were The British BBQ Championships.
Teams of competitors entered into professional or amateur classes and set out to impress celebrity chef Antony Worrall Thompson and the panel of judges.
3 lucky raffle winners joined Antony Worrall Thompson, Ashley Palmer-Watts (The Fat Duck) and Eric Chavot (The Capital Hotel's Michelin-starred chef) and Laverstoke owner Jody Scheckter on the panel.
After much tasting and deliberation, the winners of the Professional class were the team from The Cinnamon Club, with the Aviator from Farnborough the runners-up. In the amateur class, Big Smoke Folk were crowned British BBQ Champions and Nyama Catering came in second. Both winners showed originality and flair when cooking their joints of Laverstoke Park Farm buffalo and other meat and impressed the panel of eclectic judges with their efforts.
Local representation was in the form of the team from Overton Rugby Club.

Designated Public Places Order application agreed by BDBC
Overton's Designated Public Places Order (DPPO) application was agreed by Basingstoke & Deane Borough Council on Thursday evening (16th of July 2009).
The effect of the Order is that a Police Constable may require a person to stop drinking alcohol in a public place within the designated area. Any person so required, but who refuses to stop, commits an offence which could result in them being arrested. Drinking alcohol in a designated area is not in itself an offence, the offence is committed if the person is acting in a disorderly manner and refuses to stop drinking once required to do so by a Police Constable.

Scarecrow Festival a 'Resounding Success'
Steve Williams, member of the festival organising committee, said that "the sheer volume (estimated at 400) and quality of scarecrows around the village was a joy to see and created a magical atmosphere".
The event kicked off on Friday evening with a 35-strong collection of entrants for the wheelbarrow race. Fancy dress clad competitiors toured the local hostelries at breakneck speed, collecting money on the way for the festival funds. Prizes went to the fastest to complete the course, the best fancy dress and those who collected the most money.
The excitment continued at the ORC from Saturday, with the wheelie-bin derby, inter-street sports and a great many stalls and displays keeping the estimated 3000+ crowd occupied throughout the weekend.
The evenings of the event saw live music from several local acts performing at St Luke's Hall and at the ORC. The event closed on Sunday with the start of the balloon race, the lucky winner of which can look forward to spending some time in the sun with their prize of the use of a villa in Portugal.
Without doubt, the recent straw-filled inhabitants of the village have brought much enjoyment, from the BT Engineers to the Manchester hitch-hiker, the character hanging on to a lampost in the wind to the fisherman in the test and the many others who adorned walls and gardens throughout the village. One resident wrote to overtonvillage.com and said "Just wanted to congratulate the organizers of the Scarecrow festival and all residents who contributed with such a wonderful array of scarecrows. Well done Overton".

Aaron hits the top 30
The 20-year-old finished seven Iminutes behind winner Dmitry Polyansky of Russia at the event, which was held in Italy, completing the course in a time of 1:56:19.
Triathlon is an Olympic event and sees competitors complete a 1,500m swim, followed by a 40km bike ride and 10 km run. Harris performed well in the swim completing that section in 18:20, just 40 seconds slower that the leaders.
However, he fell down the field during the cycling section and was four Iminutes behind the leaders going into the final part of the race.
He lost more time during the run, completing 10km in 35:28, three Iminutes slower than the fastest athletes.
Harris will now be looking to put in a good performance at the London Triathlon as he attempts to qualify for a place at the World Championships, which will take place in Australia during September.

Tough challenge is given Full Monty
Some might think that attempting a show that was such a colossal cinematic hit would be rather ambitious for a village – but Overton Dramatic Society met and exceeded this challenge.
From the opening artistic gyrations to A Girls’ Night Out, the show buzzed all evening.
The show was directed by Helen Fields and Richard Simms, and with 28 different scenes closely following the film’s plot, the set construction was a work of art in itself – The Men’s Loo at the club being particularly ingenious. Scene changes were deftly executed.
The Hot Metal strippers, desperate to earn money following redundancy, were a strong team throughout, with well-honed characterisations from each individual.
The main thread of the story rested upon the experienced shoulders of seasoned ODS actors Dave McLaren and Paul Robinson, as Jerry and his less confident mate, Dave.
Matthew Sims took the role of Jerry’s young son, Nathan, and the pair’s father and son scenes were natural and touching. There were some great one-liners from the strippers’ rehearsal pianist, Jeanette Burmeister (Jill Smith).
Of the many great songs, three really stood out for me. Firstly, Life with Harold, sung with aplomb by Gabrielle Esplin, as Vicki Nichols.
Robert Bailey and Andy Tungate, performing as Hot Metallers Malcolm and Ethan, sang an especially poignant duet You Walk with Me at Malcolm’s mother’s funeral, and as for the glorious finale number, Let it Go. Well, they did – creating an electrifying atmosphere.
It was difficult to distinguish between the screaming actors dotted around the auditorium and the audience! Phew!

Alcohol ban order takes step forward
An influential borough committee has backed an order that would ban people from drinking outdoors if they have been asked not to by a police officer.
The ban – called a Designated Public Places Order (DPPO) – would affect certain areas in the village. It comes after 31 alcohol related disorder incidents were recorded in Overton in the last three years.
In a report to Basingstoke and Deane Borough Council’s licensing committee, police said there have been instances of drunks urinating in the road and having to be returned to the care of their family.
The report, compiled by Overton beat officer PC Richard Baldwin, said: “I have been the local community beat officer for Overton for three years and during this time I have seen a rise in street drinking with both local youths and adults.
“While current legislation looks after the children, I can do very little with the adults who continually drink in public and cause annoyance to others.”
Overton parish and borough councillor Ian Tilbury told the committee: “I support the DPPO. The problem has been in Overton for some years now but it was very hard to find evidence.
“We knew that displacement would be a problem and now the Government has woken up to that which is good.”
However, committee member Cllr Gerald Traynor expressed concerns about the proposal. He said: “I feel we need more evidence before we go down this road. We’re perhaps curtailing people’s liberties. We need to look at the problems this could cause.”
The areas that the proposed DPPO would cover are Winchester Street, High Street, Sapley Lane Playing Field, Edward Kersley Playing Field, Oak Tree Park Play Area and Poyntz Road.
PC Baldwin submitted evidence that these were areas where alcohol related incidents took place, or were likely to be places to suffer a displacement of antisocial behaviour if a DPPO was agreed.
Implementing the order would cost the borough council between £1,500 and £3,000 for signs and advertising.
A decision will be made at full council on July 16.

Planning chief says councillors have been misleading
The Cabinet planning chief at the borough council says Overton people have been misled by their parish councillors about the threat of development.
Councillor Horace Mitchell claims Overton will see nowhere near the 880 houses that ward members Cllr Paula Baker and Cllr Ian Tilbury have been issuing warnings about.
Cllr Mitchell was due to face Overton residents and parish councillors at last night’s Annual Parish Meeting.
Speaking before the meeting, he said: “I’m a bit disappointed with Cllrs Tilbury and Baker over what seems like apparent misleading of parishioners, particularly Cllr Baker who is group leader of the Lib Dems.
“The process which they refer to is what has always happened, where landowners nominate land in the hope that at some future date it will be allocated for development. The figure of 880 is clearly lunacy.”
Cllr Mitchell, Basingstoke and Deane Borough Council Cabinet member for planning and infrastructure, claimed that Cllr Baker had sought to stir up local concern by leaking unpublished information to The Gazette.
“If and when any idiot actually comes forward with proposals for 880 additional houses in and around Overton, I will be happy to join the protest march,” he added.
He said that in all likelihood there would be about 150 homes built outside Basingstoke by 2026.
The issue concerns the inclusion of Overton in the borough council’s draft Strategic Housing Land Availability Assessment (SHLAA).
Initially, landowners in the village put forward three sites in the village where 550 homes could be built. Last month, Cllr Baker told The Gazette a further two sites for 330 potential homes – a total of 880 – had been added to the SHLAA.
The document was drawn up to accommodate the Government’s target of an average of 945 houses to be built in the borough each year by 2026.
Cllr Baker said: “We certainly have not been misleading parishioners. We have always told them the sites in Overton that have been put forward in the SHLAA are just plots of land that are available and won’t all necessarily be developed on.”
Cllr Tilbury said: “The confusion is entirely with the borough council. If they run around saying they can meet their housing plans by building 550 houses in Overton then unsurprisingly that’s what people will think.”

Criminal Damage in Overton
Over the weekend of 15th May 2009- 17th May 2009 there were three incidents of Criminal Damage to private property.
The first occurred in the High street on the 17th May 2009 between 11.40-00.30. The second occurred on Station Road on the 16/05/2009 between 16.00-18.35 and the third occurred sometime between 15th and 17th May 2009 on Station Hill.

The Overton, Laverstoke and Freefolk officer ran as Rocky Balboa, star of the Rocky movies, wearing a muscle suit and backpack, which blared music from the films through speakers. The 41-year-old completed the course in five hours and 24 minutes.
PC Baldwin said: “The weather on the day was too warm for me, especially as I was dressed up in costume and carrying a back pack.
“A lot of marathon runners talk about hitting the wall and I had never experienced this before – I hit several of them on Sunday.”

Arson attacks on cars linked
In the early hours of Monday, April 27, a Ford Focus was set alight while it was parked in Station Road, Whitchurch. The car was damaged but nobody was injured.
Between 5pm on the same day, and 7.30am on Tuesday, April 28, a white Peugeot 106 was set on fire and severely damaged in the car park of the Gill Nethercott Community Centre, in Winchester Street, Whitchurch.
Nobody was hurt in the blaze.
PC Adam Pink, of the Whitchurch targeted patrol team, has linked the incidents with a similar attack on Tuesday, April 14, when a Nissan Almera was set on fire near to Overton railway station.
He added: “We are keen to hear from anyone who witnessed any of these incidents. Fires like this are extremely dangerous and it is fortunate that nobody has been injured.”

Speed limits to be cut to 30mph
During the coming weeks, the areas will have their speed limits reduced to 30mph under the second phase of the Hampshire County Council Village 30 scheme.
The change will be backed by widespread promotion of the Choose 30 road safety message, asking drivers to respect the new speed limits.
The areas to be included in the latest phase of the campaign are:

Christopher Surtees, a Baughurst parish councillor, said: “Everyone in the village is in favour of the speed limit reduction. At the moment, the speed limit is 40mph, even by the school and it’s just madness.
“A reduction is something the parish council has been supporting for a long time. There are too many people driving too fast, and around here we have lots of people on horses and on bicycles.”
The speed limit changes are being made to 73 places around the county in line with revisions to Department for Transport guidance that recommends villages should have speed limits comparable to similar roads in urban areas.
Councillor Mel Kendal, Hampshire County Council executive member for environment, said: “Our real aim through the Village 30 scheme and the Choose 30 campaign is to get motorists to moderate their driving, respect the speed limit and be more aware of the village communities they are passing through.
“Put simply, the initiative is really about reducing speeds, increasing safety and improving the quality of residents’ lives not punishing drivers.”

Anger over plan to close Royal Mail office
Locals are up in arms at the decision to close the centre, in Church Street, which they successfully campaigned to save four years ago when the centre was threatened with closure.
At that time, Royal Mail backed down, but now bosses say an increase in letter delivery competition, as well as an increase in the use of email, means the site is not economically viable.
The office will close on May 5 and its 16 staff will be relocated to the Basingstoke delivery office, in Priestley Road.
The move will affect people with postcodes beginning RG28 or RG25 3, who, if they want to claim a parcel that has not been delivered, will have to collect it from the Basingstoke office or arrange for a second delivery to be made.
On Saturday, ward member for Whitchurch, borough councillor Keith Watts, collected signatures against the closure in the town centre.
Cllr Watts said: “Four years ago, we defeated just such a proposal with a fierce all-party campaign. I can promise another fierce campaign against the latest proposal.
“Closure of the Whitchurch office will mean that people in Whitchurch, Overton and surrounds whose mail cannot be delivered have to go all the way to Basingstoke, to collect undelivered items.”
He added: “This also means that mail for delivery in this area will be driven in separate small vans from Basingstoke. Locally-based postal staff will have to drive into Basingstoke before starting work. This fuel inefficiency will contribute to global warming.”
He said office staff will have to travel to the Basingstoke office to ‘clock in’ before driving to Whitchurch to deliver the mail.
Richard Hall, Royal Mail senior external relations manager, said: “Royal Mail constantly reviews the operational efficiency and commercial practicality of all our units. As a result of such a review, a decision has been taken to transfer the operation from Whitchurch to Basingstoke.
“Shortly before the relocation takes place a letter will be sent to all addresses currently served by Whitchurch Delivery Office explaining in detail the move and the new arrangements.”
He added that staff will be reimbursed for any extra mileage incurred as a result of the move and that no-one will be made redundant.

Police Warn of More Bogus Callers
On Thursday the 12th of March 2009 at around 20:00 hrs - 2 x males tricked their way into the home of an elderly Overton resident and stole a small amount of money.
If anyone saw anything suspicious in the Village at that time, please contact Richard Baldwin on 07776 172303 or call Hampshire Police on 0845 045 45 45.
PC Baldwin goes on to advise:
Please be mindful of any visitors to your door and if you have elderly relatives, friends, or neighbours could you take time out to advise them of this incident.
Stop - are you expecting anyone to call on you? Do you know the person at the door? Don't be misled by what appear to be genuine reasons for calling on you.
Check - A genuine caller will carry identification and will be happy to wait outside while you check it. Remember to source your own number for the company they are claiming to be from, don't accept a number from the caller.
Chain - fit a door chain or spy hole so that you can speak to callers or check who they are without opening the door fully.

C29 reopened
After two weeks of closure for work to repair the haunches, the C29 south of the railway bridge has reopened. Anyone who regularly needs access to the A303 or M3 to the south of the village will doubtless be relieved that this small, but seemingly invaluable, access has once again opened to through traffic. With Waltham Road, Laverstoke Lane or Whitchurch being the closest diversions for two weeks, drivers and residents along these routes will probably be relieved that the road is open once more.
Some will have enjoyed the brief respite though - one post on the Forum noted what a great improvement the road closure had made to traffic in Winchester St.

C29 Roadworks delayed
The repairs to the haunches on the C29 Overton - Micheldever road, south of the railway bridge were scheduled to begin this week. Unspecified delays have meant that the works are now planned to start on 23rd February, when the road will be closed for up to two weeks.
During the closure, access to properties north of the bridge will not be possible from the A303, so this traffic can be expected to come through the village.

Record 12th Night Bash
The crowd of over 100 partied the night away to music from Sideways Down, who played in memory of Bob Edwards, bass player with the band, who passed away suddenly last November. This was the band's first outing since they appeared with Bob at the Greyhound on November 8th. Taking up the bass for the 12NB was Chris Cox, who, according to other band members 'played a blinder' in mastering the night's programme.
Organisers Paul and Becci Larkham were thrilled at the success of the Bash and thanked those who helped on the night and the Greyhound, The Old House at Home and Overton Fireplaces for selling tickets for the event.

‘We’ve not misled the parish'
Cllr Horace Mitchell, Basing-stoke and Deane Borough Council’s cabinet member for planning, said villagers were misled into believing that the borough planned to build 550 new homes in Overton by 2017.
In a letter that appeared on the website of North West Hamp-shire MP Sir George Young, Mr Mitchell said the borough council had no such plans and added that the draft Strategic Housing Land Availability Assessment (SHLAA) was determined by Government guidance.
He wrote: “The present purpose is to enable residents and others to comment on the process and methodology.”
But the clerk to the parish council, Laura Harley, responded in a letter that her council felt the people of Overton should be informed of the SHLAA documents and was successful in involving the community. She added that the parish council wanted the planning authority to know ‘from the outset of the community’s strongly held views that even considering such sites as suitable for housing, and in the numbers suggested, is totally unacceptable’.
Mr Mitchell has since answered all the points raised in her letter and offered to help the village where possible. Parish councillors, however, feel they had approached the matter properly.
At a parish council meeting last week borough Cllr Paula Baker said: “SHLAA has shown that there is a requirement for housing even if the majority of it is in Basingstoke.”
Chairman Alan Whitney said: “I felt that we did the right thing;our meeting was a success.”
Mr Whitney added he was grateful for the detailed response from Mr Mitchell, and could well do with his help because they did not know what the future held.

Major police op to catch poachers
Organised by the Countrywatch team led by Sgt Louise Hubble, the operation also included areas around Whitchurch and Overton.
The roads policing unit, dogs section and the police aircraft were drafted in to help.
Sgt Glenn Curtis, of the Andover rural beat team, said during the operation two poachers were disturbed. They drove off leaving their dog behind, which was seized.
He added: “We also enlist the help of landowners and gamekeepers and we encourage them to go out on patrol, so we then have, in theory, a huge network of people out on the ground.”
Poaching is big business these days with a considerable amount of money involved in the sale of game and betting syndicates within the poaching gangs.
They can also cause a considerable amount of damage to buildings, gates and crops.
During the operation more than 40 vehicles were checked.
Sgt Curtis said: “Some of the gamekeepers look after thousands of pounds worth of birds – that’s serious money to them and the word is that landowners are pleased that we are taking it seriously.”
Although the continuing operations are intelligence-led, they may not always catch poachers red-handed – but Sgt Curtis said they should act as a deterrent to any would-be poacher, many of whom come from counties outside Hampshire.
Sgt Curtis urged members of the public to contact Stockbridge police station on 0845 045 4545 if they see anyone acting suspiciously in the countryside or a vehicle that should not be there.

Crime rate set to drop to three year low
And last month, November, the Overton beat also recorded its lowest reported monthly crimes – with only nine crimes recorded against the whole of the beat area which includes Overton, Ashe, Ashe Warren, South Litchfield, Coxford Down, Laverstoke and Freefolk.
The total number of crimes recorded by the end of November was 147, compared to 173 at the same point last year.
The forecast for the year end is a total of 165, which would be lower than the the previous two years of 193 in 2007 and 268 in 2006.
Pc Baldwin said: “The crime figures are very low.
“There is no doubt that Overton is a safe place to live and conduct a business.
“The month of November was fantastic with only nine reported crimes, however, there are nine victims of crimes who are probably less than pleased with the figures.
“Crime has dropped every year that I have been the local beat bobby and I take great pride in that fact.
“The drop in crime is attributable to a number of factors, however I do have to pick out the local neighbourhood policing team of PCSO James Dalton and community wardens Richard Tozer and Lucy Gaitskell.
“I’d also like to credit our Neighbourhood Watch members and everyone else who takes measures to prevent and deter criminal behaviour in Overton, Freefolk and Laverstoke.
“I also work alongside bodies like the Overton Parish Council who have supported local initiatives to reduce crime and disorderly behaviour.

‘Bad road’ needs an upgrade
Work on improving the haunches south of the railway-bridge, originally scheduled to start in September will not begin until 2 February 2009, and will last for two weeks.
The county council had been asked not to delay the work in view of the poor state of the road.
However, as part of its contract with Amey, it has to undertake all work estimated to cost below a certain amount.
According to the county council, Amey does not have the manpower to undertake the work earlier.
Transport and highways representative on Overton Parish Council Brain Langer said: “If you drive down that road you will see how bad it is.
“You only need a couple of HGVs to meet there and it wouldn’t surprise me if one toppled over because it’s such a bad camber.
“The whole road is bad.
“What most people are up in arms about is that it’s in such an abysmal condition for the amount of use it gets.
“We have asked the county council if they would change it to a B-road, which would mean that we’d get more money for its upkeep.
“There’s a lot of traffic at eight in the morning; we get school transport like double-decker buses.”
Mr Langer added that the closure of the C29 would mean that vehicles wishing to get access to places like Laverstoke Park would need to gain access via the village.
Resident Tony Morris supports the idea of the road being changed to a B-road as he feels the usage the road gets warrants an upgrade.
“It’s ridiculous – people use it, the abattoir and the farm vehicles use it and they’re getting bigger and bigger. The road wasn’t built for the amount of traffic that’s on it.”

Animal hospital revived
An animal hospital that was forced to close in May has reopened.
HART Wildlife Rescue, in Dellands, Overton, had to shut after founding member June Gibbs’ mother was taken ill.
But with her mother now being cared for at a nursing home, last week Mrs Gibbs decided to reopen the centre, which has treated thousands of animals during its 12-year history.
Mrs Gibbs, 61, said she found it impossible to stay away and although the hospital was closed to admissions, people still left vulnerable animals at her doorstep.
She said: “I just couldn’t leave it alone. People would still bring animals to us and there’s nowhere else for them to go – someone’s just given us a buzzard in a bucket.
“The 24-hour nature of the job is very demanding, and while we closed to admissions, I just took the chance to relax. I went walking and sorted out the garden.
“All the vets in the area and the RSPCA were very pleased to hear the news of the reopening, especially with the onset of winter.
“However, we will not be taking as many admissions as before.”
Mrs Gibbs added she will soon be finding homes for sick hedgehogs, once they have finished their medical treatment, and in spring, a team of volunteers will care for new birds.
The charity is fundraising for a new purpose-built facility.

Does Overton Need More Houses?
The Borough Council has published a Draft “Strategic Housing Land Availability Assessment” (SHLAA) for consultation. This is a necessary part of its work towards a Local Development Framework, which will set planning policy for our area until 2026. The Parish Council intends to hold a public meeting (see over). What does a Strategic Housing Land Availability Assessment do? o Identify POTENTIAL housing sites and assesses what the potential scale of new housing is and when a site is to be developed o Identifies as many sites as possible for housing potential and to meet housing needs for the first 10 YEARS OF THE PLAN o Provides evidence on whether green field sites will be needed to meet Basingstoke and Deane Borough Council’s housing requirement o Highlights actions needed or policy changes required ensuring that sites will become deliverable. School Wins thanks to villagers' energy saving efforts
The Switch on to Climate Change competition, run by Basingstoke and Deane Borough Council, encouraged people to claim free energy-saving light bulbs. Overton residents claimed more than any other ward in the borough, winning a £1,000 prize, which had to be spent on a green initiative.
Cllrs Ian Tilbury and Paula Baker decided that the grant would be best spent on the solar panel and wind turbine, which will be erected at the school, as well as several books that will be donated to the school's library as well as the main Overton library.
The turbine and the solar panel will connect to a meter that shows the pupils exactly how much power they generate over a period of time.
Cllr Tilbury said: "Obviously the people who claimed the bulbs are saving power, and now we've been able to buy the equipment so it's a win-win situation really."

HART Trust closes to new admissions
HART founder June Gibbs has stated on the website that in spite of the increasing pressures she endured through the ever increasing workload, her main reason for stopping is to look after her elderly mother.
The creatures currently being cared for by the trust will be released as soon as possible.
The trustees have had a meeting to discuss the future of the trust, and the intention is that all existing fundraising operations will continue with the funds being channelled into building the new hospital and education centre, particularly through the Alton shop and website.
The trust hopes that the RSPCA and other wildlife charities will be able to offer help until they resume operations from an alternative site.
It will continue offering advice and information on wildlife care through the website and by visiting schools and other organisations.
In the meantime, any casualties should be taken to the nearest vets as the Dellands site no longer has the facilities to deal with them.

Hall Garden Going for Gold
Last year the garden narrowly missed out on the highest accolade by only one-and-a-half points, which saw them slip into the silver position.
But this year - armed with their secret weapon, 13-time Chelsea Gold medal winners, Hardy's - they are hoping that they can go one better.
Basingstoke in Bloom encourages people to enhance the appearance of their local environment, bringing people together to take pride in their place.
Peter Baker of the hall committee was delighted at how well the plants were coming along, and said that the garden was really taking shape in time for the competition.
"Last year the people of Overton won six prizes in different categories," he said.
"Our St Mary's Garden volunteers are working hard to take the coveted top prize in the community garden section of Basingstoke in Bloom."

New-look traffic plan unveiled to public
There have been 11 key areas which it is hoped will assist pedestrians in the growing village.
The money for the plans will be funded by the S106 - funds given to the village by the developers at Foxdown and Overton Hill.
Speaking to the Andover Advertiser after the meeting Overton parish council chairman Alan Whitney said: "We seem to be bedevilled by a medieval street plan. If we want to go to the school we have got to cross the main road, if we want to go to the church we have got to cross a main road.
"We have never had a proper crossing before.
"This is not the end of the plans, we will have more consultations with the parishioners."
Mr Whitney said a lot of the proposals came about courtesy of the feedback from the have your say' questionnaire which was distributed among the parishioners. The village is also one selected for the village 30 plan, in which the council is aiming to extend the 30mph zones out of the village.
The plans, which are due to be displayed at Overton library, include the previously reported pedestrian phase at the traffic lights in the town centre, a series of informal road crossings and pedestrian improvements on Station Road.
Work is anticipated to be implemented in phases, commencing towards the end of summer or autumn.

Overton mums step it out to raise £4,500
The women took part in London's Playtex MoonWalk joining 15,000 others raising as much money as possible.
They walked 26.2 miles and had a great time' raising over £4,500.
The marathon took the walkers through Hyde Park, up and down the River Thames and through St James' Park before returning to Hyde Park.
Starting at about 11.30pm it took the Overton team around six-and-a-half hours to complete the course.
Zoe Taylor, one of the Overton seven, loved every minute of it. "It was such a fantastic experience and it was just amazing to see thousands of people all getting into the spirit of it," she said.
"Although it was a bit cold it didn't stop us enjoying the walk. And because we were all there raising money for just one charity it made what we were doing all the more poignant and significant."
Other mums making up the seven were Jane McDevitt, Lesley Howse, Karen Watts, Sarah Wiles, Naomi Conneely and Dawn Patel.

Bus service moves bays
Following protests from residents, the Basingstoke bus stop servicing Newfound, Overton and Whitchurch has been moved to stand Q at the Basingstoke bus station, where there is shelter and a bench.

Sat-nav systems leading lorries down narrow roads
Since the increased use of the systems, villagers have noticed more heavy goods vehicles travelling through unsuitably narrow roads with tight bends.
Bemused drivers have had to ask for villagers' help after being incorrectly sent to Overton by the systems, or have had to back out of narrow roads after realising they cannot pass.
The problem has become so bad that, after complaints from residents, Hampshire County Council installed "No Heavy Goods Vehicles" signs in hot spots.
Terry Robinson, 70, lives in The Green, which overlooks two of the problem roads - Battens Avenue and Waltham Road.
He said: "It has become a nuisance for the villagers and I cringe every time I see a lorry trying to go down a road which is nowhere near wide enough."
Jeremy Hunter, 34, from Dellands, said: "We do get a few lorries coming down Dellands Lane, which is very narrow, downhill and has overhanging branches.
"There have been cases where the lorries have become stuck by the branches and have had to back up. I think some of it has to do with them not using common sense."
Jenny Hodge, spokesperson at TomTom, a leading satellite navigation system manufacturer, said: "We aren't aware of Overton having problems with vehicles mistakenly being sent there.
"Our systems are for cars and there are specific devices for HGVs, which we encourage lorry drivers to use.
"Obviously, drivers should use common sense and not blindly follow their system."
Brian Langer, Overton Parish Council representative for highways and byways and public transport, has identified Silk Mill Lane, Two Gate Lane, Sprents Lane, Waltham Road and Dellands Lane as areas of concern.
He said: "Very often lorries are mistakenly sent through Overton roads and it does cause problems for local traffic.
"I think the Government should recognise the problem and work with the navigation companies so small villages like Overton don't suffer."
Mike Coleman, who co-owns Coleman and Scott Haulage, based in Worting Road, Basingstoke, said: "We tell our drivers not to believe everything sat- navs tell you because there have been times when they lead you down a dead end or a ridiculously tight bend."

The results for the Overton, Laverstoke and Steventon Ward are:

The turnout was 1,650 (46%), which was the just short of the highest Borough figure of 49% achieved by Basing.
This result means the Borough Council is made up as follows:
Conservative - 35 Councillors Liberal Democrat - 14 Labour - 9 Independent - 2 Green - 0
Boundary changes occurring with this election mean it is not possible toi determine gains and losses.

Traffic lights update
OK, so it wasn't completely true. Or even at all. But you can hardly let the start of April go by without just a little springtime silliness.
Thanks to those who voted as to whether the changes would be a good thing - your participation was very much appreciated.
Of course, there is no doubt that at a particularly congested moment in the near future, someone will blame the new "14 second green phasing" on Kingsclere Rd, but please be assured - it's not happening.

To make this possible, the OPC has prepared this consultation document for everyone (not just one per household) to express your views on a number of key issues affecting the life of the village. The Parish Council would greatly appreciate as many as possible taking a few minutes in giving some thought as to how you would like to see the shape and character of the community develop over the next few years.

20 is plenty
The new Hampshire County Council initiative to ask motorists to reduce speeds to 20mph outside all schools in Hampshire has been supported by Overton Parish Council, and the new signs should be seen outside Overton Primary School very soon. The parish council is determined to reduce the speed of traffic travelling through the village and surrounding areas and is currently looking at ways that this can be achieved.

Overton - going plastic bag free
Overton shopkeepers have agreed to switch to biodegradable corn starch bags made from maize leaves - the bags are being sourced by the local Co-op store which has also agreed to take part in the scheme. The bags will be available from 30th November at a cost of 5 pence each. The long term aim is to reduce the use of disposable bags in the village and in a bid to achieve this, the Overton Business Association has launched its own Fair Trade canvas bags emblazoned with the slogan 'We're free'.The bags are made from recycled cotton and printed with environmentally-friendly water-based inks.

Tour of Britain Cycle Race
The Tour of Britain cycle race will be coming through Overton Village enroute from Reading to Southampton on the 10th of September.
I understand the race will be reaching Overton at about 11:14hrs....ish !!!, enroute from Kingsclere, Over White Hill, along Kingsclere Road, before turning right onto Overton High Street and then on towards Whitchurch.
The High Street in Overton will be a great vantage point to see some of the best cyclists in the world, there is plenty of parking on London Road (on the way out of the Village towards Basingstoke).
If you are expecting to travel along the B3400 at this time, expect a very short delay whilst the race passes by.

Overton 5 Mile Road Race
The Overton Road Race takes place on Saturday the 1st of September. The race route follows two circuits of the Village. Whilst we try to keep disruption to a minimum, we would urge any drivers to avoid driving through or around the village between 15:00 and 16:00 hrs. Railway Station car park to close
A total of 30 car parking spaces at overton railway station will be out of commission for almost two months
Network Raid has announced that the parking area immediately adjoining the station will closed from July 2nd until August 24 to allow resurfacing work to be carried out.
During these times it will not be available for parking and negotiations have been held with the adjoining land owner in respect of the temporary parking of vehicles on his land.

Music festival agreed despite Police fears

A dance music festival has been given the go-ahead to be held in a field near Overton, despite police worries about drug use and disorder.
Basingstoke and Deane Borough Council's licensing sub-committee granted a temporary event notice (TEN) to allow the Echo Festival to take place on land at Northington Farm later this month.
A maximum of 499 people will be allowed to attend the ticket-only Echo Festival from June 30 to July 1, which is set to feature DJs including Far Too Loud and Burn in Noise.
Addressing the sub-committee, Hamish Blair, the event's licensee and director, explained that it would be a "carbon-neutral" celebration of music and performance arts.
Olga Venner, Hampshire Constabulary licensing Sergeant for the Basingstoke and Deane district, told the hearing that she was concerned about drug-taking at the festival.
"The event will feature music that has a repetitive dance beat and while I do not have any specific intelligence, in past police experience that sort of music goes hand in hand with ecstasy and other similar drugs," she said.
"Mr Blair did not have a plan to deal with this issue that I was happy with."
Sgt Venner said officers were worried what would happen to people who were turned away or thrown out of the event and by the fact that the application had only been made a month before the event.
"It all seems to have been rushed through and not thought out properly," she said.
Mr Blair said the site would be manned by eight employees from a security company, along with 20 wardens employed by him.
He added that one in every 10 cars entering the site, and one in every five people, would be searched.
"I understand the concerns the police have with regard to crime and disorder but feel I have addressed them as best I can," said Mr Blair.
Councillor Rita Burgess, who chaired the three-person sub-committee, said they had decided to permit the event, "having regard to all of the submissions".
Speaking after the hearing, Cllr Ian Tilbury, who represents Overton, Laverstoke and Steventon on Basingstoke and Deane Borough Council, said: "It will be a disaster because there are all sorts of issues.
"I'm going to be having a weekend of people phoning me with complaints when it happens."

Supplied by many contributors, in quantities ranging from individual photos to collections of hundreds, the pictures provide a fascinating insight into life during Overton's recent history.
As well as viewing the photos already compiled, there is also the opportunity to contribute additional ones, allowing the collection to grow over time into a pictorial history of the village.
New features will be added as the site develops and all feedback and suggestions are welcomed from visitors.

Local Election Results
It's 'as you were' throughout Basingstoke Council, as all 20 contested seats were retained, giving no losses or gains across the board. For the Overton, Laverstoke and Steventon Ward, Ian Tilbury held onto one of three Independent seats on the council.

The turnout was 1,751 (50%), which was the highest in the Borough except for Whitchurch at 52%.

More Clothing Collections
Another leaflet asking for clothing donations has been delivered to homes in Overton and some residents have expressed conerns about the nature of these collections.
The leaflets tell of how the donated clothing will be sent to Third World countries to provide support in the form of affordable garments and jobs. Following concerns raised by emails to overtonvillage.com, we would point out that this is not a charitable operation. Help and Support Ltd is a company who collect donations and sell them for profit.
Are they breaking the law? Not as long as those who donate the goods are aware of the purpose for which they will be used. Anything you choose to donate to these collectors can be sold for profit. It is the individual's decision whether to give unwanted items to collectors such as these or take them to charities.

Overton Wedding Fair
Overton held its first ever wedding fair on Sunday 10th September from 10am to 4pm, organized by the Overton Business Association.

With 18 high quality businesses represented from Overton, Basingstoke, Andover and Newbury, from wedding dresses and suiys to firework displays and chocolate wedding cakes, there were plenty of excellent ideas for budding brides and grooms to make their special day that little bit more special.

The highlight was the displaying of over a dozen excitingly different wedding dress designs by local models, which proved a great discussion point for visitors and exhibitors alike.

The excellent weather helped create a great atmosphere, and such was the positive feedback that plans are already afoot to repeat the event in a year's time.

Flock of Sheep for Overton Hill

Through the ‘Percent For Art’ initiative and in consultation with Basingstoke & Deane Borough Council, Croudace Homes has commissioned artist Julie Cope to design a number of public artworks for the Overton Hill residential development. The sculptures will be sited on the proposed public open space and neighbourhood park area overlooking the village and new housing development.
The visibility of the gentle green slopes from the new housing development is a unique opportunity to create a sympathetic landmark for the village. The ‘sheep’ sculptures will also provide seating from which to enjoy the far reaching views over the surrounding countryside.

The inspiration for this project springs from the history of the annual Overton village sheep fair and its reintroduction in 2000.
This exciting community art project will involve the creation of the sheep ‘mosaic skin’ through a series of workshops, using indirect mosaic methods.
Julie Cope is thrilled to have been chosen for this project and looks forward to leading the community project through to completion. A schedule of workshops and details of how you can be involved will be issued later this year.

October Update from Croudace Homes
As at the beginning of October, the first properties at Overton Hill have reached roof complete stage and the showhomes are on target for completion in January 2007. Works to the turnpike wall on London Road are now complete and the temporary traffic lights have been removed. Unfortunately further traffic control will be necessary on London Road to the western side of the site entrance to enable electric main works to start in mid-November for approximately 3 weeks. Croudace apologise to the people of Overton for the inconvenience caused during these necessary works.

Foxdown Development - Have Your Say
Following the Borough Council's decision to put on hold its plans to put the Foxdown development land back on the market, villagers have the opportunity to make their thoughts known at a meeting to be held at St Mary's Hall on Monday 17th July at 6.30pm. After Persimmon Homes asked BDBC to reduce the price of the land, the Council decided to put the land back on the market to attract new tenders. This decision has now been put on hold after concerns about how much of the development would be affordable housing, the lack of consultation and the reduction in the environmentally-friendly nature of the development. When the land originally went out to tender in 2001, the Council's policy was for 30% of the development to be affordable. The policy now is for the figure to be 40% and Councillor Ian Tilbury is eager to see this figure reflected in any new tender. He says, "It is important that this meeting is being held in Overton. It gives villagers the chance to have their say and also the opportunity to see how the council works".

Overton Hill Housing Development
The development at Overton Hill is quickly taking shape with the road layout clearly defined and the showhome foundations now started. The safety hoarding has been erected along the London Road frontage to the site as a temporary screen for the building works. Despite repeated efforts from Croudace, the traffic lights on London Road remain in position at the request of Hampshire County Council. A date for removal is awaited once outstanding issues have been resolved.

Marathon Cycle Challenge Success
Dear all, I am pleased to announce that myself and Ray Niblock completed our cycling challenge and arrived in Lands End on the afternoon of the 10th of May some nine and a half days after we started out from John O'groats.
The challenge was alot harder than I expected with the '100 mile' a day schedule and the prevailing winds in our faces virtually all the way.
In Scotland we had to endure driving rain in gusts of up to 50 mph which is not a good combination when your climbing up Glencoe on a push bike !!!
My body is now in bits and is due a complete overhaul and I have promised my wife that if she sees me anywhere near a bike again she can shoot me on the spot.
I would like to thank to everyone for sponsoring us so generously.

Update from Croudace Homes
Overton Hill Housing Development Update – April 2006
Off site works continue at the Overton Hill development with kerb realignment opposite the site entrance. Traffic islands will soon be constructed on London Road which means the traffic lights will remain in position until mid-May.
A hoarding fence is being erected across the London Road frontage of the site to protect the public and screen the building works while construction is in progress. Infrastructure works on site have started and completion of the new roads is anticipated in May. Then work will begin on the foundations of the first plots, namely the three bedroom showhomes, which are due for completion by the end of January 2007.

Local Election Results
51% of the electorate in the Overton, Laverstoke And Steventon ward (the highest percentage for seats contested in the Basingstoke Borough this time) saw Councillor Paula Baker retain her seat, polling more than twice the runner-up votes.
The figures, courtesy of Basingstoke & Deane Borough Council's website, were as follows:
Electorate: 3545 Turnout: 1813 (51%) Spoiled Votes: 6
Paula Baker (Lib) 1152 Marion Jones (Con) 547 Warwick Dady (Lab) 100
Overall in Basingstoke & Deane, the Conservatives gained 2 seats, now having 30 members, the Liberal Democrats lost 2 to total 15 members and Labour, through losing a seat and gaining one, remained with 12. Independents hold three seats. Details of the other Wards in the Borough can be found here

CAMRA Call to Arms for Beer Festival
North Hampshire CAMRA branch are holding a meeting in the White Hart at 8.00 on Tuesday 25th April to get the plans for the 2006 Overton Beer Festival under way. Among the planning tasks facing the organisers are such juicy topics as selecting the beers for the festival and staffing the event.
Following a successful trial, the beer festival has been an exceptionally popular part of Overton's autumn schedule for a number of years and the branch are looking for any willing volunteers who would be able to play a part in either the organisation or staffing this great shindig.
If you would like to see what goes on, drop by (of course, under no obligation to sign your life away) at the White Hart on the 25th. If you can't make the meeting, but would like to get involved, give Bob Edwards a call on 771634 or come along on the Beer Bus (mystery tour of several exceptional hostelries) on the last Friday of each month - again call Bob for details.
Please come along if you can help out - Overton beat off competition from several local towns & villages to stage the festival and is justifiably proud that it's become such a success.

New arrivals in River Test
Update Added...
Recent reports of a small number of golden hued trout in the river waters in Bridge Street, Overton have spurred the Overton Biodiversity Society's committee into urgent action. Round the clock surveillance is being planned to confirm the number and condition of these trout commencing this weekend. There is speculation as to whether the sightings herald the possible arrival of a rare species, Oncorhynchus Mykiss Aguabonitaor.
Although those undertaking the formal survey work will be following a highly prescriptive scientific methodology we would ask all local wildlife enthusiasts spare a little time to observe the stretch of river in Bridge Street for signs of activity between the hours of 4 pm and 5pm (when Oncorhynchus mykiss aguabonitaor.is more visible due to its spectacular colour) and report back via the Overton Village website, including any photographs of the visitors.
A photograph of Oncorhynchus mykiss aguabonitao is included for reference. (Please note that the colour can deepen to an orange gold with the side stripes becoming indistinct).
UPDATE... Oh - OK, we admit it. Our story of the 1st April was just a little TOO fishy. The South American "Golden Trout" are, in fact, half a dozen goldfish who have made Overton's stretch of the Test their home. Thanks to everyone who kept an eye out for the 'newcomers' and to the newspaper who called to cover the story.

New housing development on Overton Hill
The work to the infrastructure has started and should take 12 weeks to complete - the houses should then be built after this at a rate of about 1 per week with the southern part of the site and Neighbourhood Park to be completed first.
